Under Monitor Conditions, is it possible to configure the Send Satisfaction Survey to be sent based on the number of closed tickets, and/or the time period (number of days or weeks)?

It is currently not possible to specify the number of closed tickets or the time period for the survey to be sent.
You can modify the default notifications and satisfaction survey emails (Automation > Monitors) and find the one that best suits your requirements (see the example screenshot below):
